मोदी की गारंटी? दिल्ली की नई सरकार में भाजपा के मंत्रियों पर गंभीर आपराधिक मामले दर्ज हैं। 

खबर है कि दिल्ली में मुख्यमंत्री रेखा गुप्ता समेत कुल 7 मंत्रियों में से 5 ने अपने खिलाफ आपराधिक मामले घोषित किए हैं।

दिल्ली के लोगों के लिए यह एक बड़ी मुसीबत है। दिल्ली में पिछली आम आदमी पार्टी (आप) सरकार अपराध और भ्रष्टाचार के असंख्य मामलों में लिप्त थी। लेकिन अब स्थिति और भी खराब हो गई है क्योंकि नई भारतीय जनता पार्टी (भाजपा) सरकार के मंत्रियों पर गंभीर आपराधिक मामले दर्ज हैं। प्रधानमंत्री नरेंद्र मोदी भाजपा के सर्वोच्च नेता हैं। 

खबर है कि दिल्ली में मुख्यमंत्री रेखा गुप्ता समेत कुल 7 मंत्रियों में से 5 ने अपने खिलाफ आपराधिक मामले घोषित किए हैं। चुनाव अनुसंधान संगठन एसोसिएशन फॉर डेमोक्रेटिक रिफॉर्म्स (एडीआर) ने 2025 के दिल्ली विधानसभा चुनाव से पहले उनके द्वारा प्रस्तुत किए गए स्व-शपथ पत्रों से दिल्ली के मंत्रियों के आपराधिक मामलों का पता लगाया है। 8 फरवरी को परिणाम घोषित किए गए थे। इस प्रकार, दिल्ली के 71% मंत्री गंभीर आपराधिक रिकॉर्ड वाले हिस्ट्रीशीटर हैं।

रेखा गुप्ता के साथ ही छह अन्य भाजपा विधायकों कपिल मिश्रा, परवेश वर्मा, मनजिंदर सिंह सिरसा, पंकज सिंह, रविंदर इंद्राज सिंह और आशीष सूद को 20 फरवरी को कैबिनेट मंत्री नियुक्त किया गया था।

सोशल मीडिया रेखा गुप्ता के अश्लील ट्वीट और वीडियो से भी भरा पड़ा है, जो दिखाते हैं कि वह एक असभ्य महिला हैं जो सार्वजनिक मंचों पर अभद्र भाषा का इस्तेमाल करती हैं और अपने लडाकू कार्यों से सरकारी संपत्ति को नुकसान पहुंचाती हैं। स्वतंत्र रिपोर्ट रेखा गुप्ता की तुलना सोशल मीडिया साइट्स पर जहर उगलने वाले गुंडों से करती हैं।

इसी तरह, कपिल मिश्रा एक और उपद्रवी हैं जिनका नाम 2020 के दिल्ली सांप्रदायिक दंगों में सामने आया था जिसमें कई मुसलमान मारे गए थे और उनकी संपत्तियों को नुकसान पहुंचाया गया था।

मिश्रा खुलेआम नफरत भरे भाषण देते हैं और मुसलमानों को सताने के लिए सांप्रदायिक नारे लगाते हैं। चूंकि उन्हें मोदी शासन द्वारा संरक्षण प्राप्त है जो अनुचित चुनावी लाभ के लिए धर्म का राजनीतिकरण करता है, इसलिए राष्ट्रीय राजधानी में हिंसा भड़काने के लिए मिश्रा के खिलाफ कोई कानूनी कार्रवाई नहीं की गई है।

दिल्ली के दूसरे मंत्री मनजिंदर सिंह सिरसा पंजाब स्थित राजनीतिक संगठन शिरोमणि अकाली दल छोड़कर भाजपा में शामिल हो गए। वह दिल्ली सिख गुरुद्वारा प्रबंधक कमेटी (DSGMC) के अध्यक्ष भी थे। 2021 में, दिल्ली पुलिस ने सिरसा के खिलाफ भारी मात्रा में धन की हेराफेरी के मामले में लुकआउट सर्कुलर (LOC) जारी किया था, क्योंकि वह DSGMC के पदाधिकारियों में से एक थे। पुलिस अधिकारियों ने अदालत में कहा कि उन्होंने पिछले आदेश के अनुपालन में LOC जारी किया था, जिसमें उन्हें यह सुनिश्चित करने का निर्देश दिया गया था कि सिरसा न्याय से भाग न सकें। 

ऐसा माना जाता है कि सिरसा भाजपा में इसलिए शामिल हुए ताकि उनके खिलाफ भ्रष्टाचार के मामलों को हटाया जा सके। चूंकि मोदी की भाजपा सरकार भ्रष्टाचार और धोखाधड़ी के मामलों की जांच करने वाली केंद्रीय एजेंसियों को नियंत्रित करती है, इसलिए रिपोर्ट बताती है कि भ्रष्ट राजनेता भाजपा में शामिल होने पर बरी हो जाते हैं। 

इंडियन एक्सप्रेस द्वारा संकलित रिपोर्ट के अनुसार, 2014 से जब मोदी पीएम बने, तब से भ्रष्टाचार की जांच का सामना कर रहे 25 विपक्षी नेता भाजपा में शामिल हुए और उनमें से 23 को राहत मिली। माना जाता है कि दिल्ली के मंत्री मनजिंदर सिंह सिरसा उनमें से एक हैं। 

मोदी के पार्टी सहयोगियों की अन्य आपराधिक कार्रवाइयों में, मुस्लिम विरोधी प्रवेश वर्मा, जो दिल्ली सरकार में मंत्री बन गए हैं, ने 2020 में लोगों को यह कहकर आतंकित किया कि मुसलमान घरों में घुसेंगे, बहनों और बेटियों का बलात्कार करेंगे और उन्हें मार देंगे। 

उस समय, कई लोग – मुख्य रूप से मुस्लिम महिलाएँ – मोदी शासन द्वारा पेश किए गए नागरिकता संशोधन अधिनियम (सीएए) नामक मुस्लिम विरोधी कानून के खिलाफ दिल्ली के शाहीन बाग इलाके में विरोध प्रदर्शन कर रही थीं। जब वे दिल्ली में भाजपा के सांसद थे, तो वर्मा ने 2019 में धमकी भी दी थी कि अगर भाजपा दिल्ली में सरकार बनाती है तो वे मुस्लिम मस्जिदों और कब्रिस्तानों को हटा देंगे।

यह तेजी से देखा जा रहा है कि मोदी और भाजपा गंभीर आपराधिक रिकॉर्ड वाले लोगों को बढ़ावा देते हैं जबकि मोदी खुद कथित तौर पर अपराध और भ्रष्टाचार के कई मामलों में शामिल रहे हैं। 2023 की बीबीसी डॉक्यूमेंट्री, ‘इंडिया: द मोदी क्वेश्चन‘, 2002 के गुजरात नरसंहार में मोदी की भूमिका पर प्रकाश डालती है जब वे गुजरात के मुख्यमंत्री (सीएम) थे। 

मोदी राज में धार्मिक नफरत इस कदर हावी है कि यूनाइटेड स्टेट्स कमीशन ऑन इंटरनेशनल रिलीजियस फ्रीडम (USCIRF) ने देश में धार्मिक अल्पसंख्यकों पर लगातार हो रहे हमलों के लिए भारत पर फिर से कठोर दंड की सिफारिश की है। अक्टूबर 2024 में जारी अपनी ताजा रिपोर्ट में USCIRF ने कहा कि भारत में धार्मिक स्वतंत्रता की स्थिति लगातार खराब होती जा रही है।

हालांकि पूर्व सीएम अरविंद केजरीवाल की आप सरकार ने दिल्ली को भ्रष्टाचार और कुशासन से नरक बना दिया था, लेकिन रिपोर्ट्स बताती हैं कि बीजेपी ने हाल ही में हुए 2025 के दिल्ली विधानसभा चुनाव जीतने के लिए इलेक्ट्रॉनिक वोटिंग मशीन (EVM) में हेराफेरी सहित बड़े पैमाने पर चुनावी धोखाधड़ी की।

मोदी और बीजेपी ने दिल्ली के मतदाताओं को धोखा देने के लिए झूठे वादे भी किए। उदाहरण के लिए, बीजेपी ने दिल्ली की महिलाओं को 2,500 रुपये प्रति माह देने का फैसला अपनी पहली कैबिनेट बैठक में पारित करने का वादा किया।

इस वादे को मतदाताओं को मोदी की गारंटी के रूप में प्रचारित किया गया था। लेकिन 20 फरवरी को पहली कैबिनेट बैठक होने तक भाजपा महिलाओं से किया गया अपना वादा पूरा करने में विफल रही। 

जबकि कांग्रेस दिल्ली में एक और विपक्षी राजनीतिक दल है, वह 70 सदस्यीय दिल्ली विधानसभा में एक भी सीट नहीं जीत सकी, क्योंकि कांग्रेस के राजनेता बहुत धीमे और सुस्त हैं। इसलिए, कमजोर कांग्रेस से दिल्ली में भाजपा सरकार से काम करवाने के लिए वास्तविक विपक्ष की भूमिका निभाने की उम्मीद नहीं की जा सकती । 

आज, दिल्ली के लगभग 3 करोड़ लोग अत्यधिक भ्रष्टाचार, शहर में जानलेवा प्रदूषण, खराब स्कूली शिक्षा, टूटी सड़कें, आवासीय गलियों में कचरा और खराब स्वास्थ्य सेवा से पीड़ित हैं। अपने आपराधिक रिकॉर्ड के साथ, यह संभावना नहीं है कि नए भाजपा मंत्री ईमानदारी और जिम्मेदारी से अपने कर्तव्यों का पालन करेंगे। इसलिए, दिल्ली के लोगों के लिए नारकीय स्थिति बनी रहेगी।

Transparency Index Reveals Corruption Increasing in India

The CPI rank of India has been constantly falling from 85 in 2022 to 93 in 2023 to 96 in 2024, which indicates that corruption has been increasing exponentially in the country.

Transparency International’s Corruption Perceptions Index (CPI) 2024 – released in February 2025 – shows that corruption has been increasing in India, as the country of 1.4 billion people saw a drop in its ranking to 96th position from 93rd last year.

With a score of 38 out of 100, India is among the world’s most corrupt countries while the CPI evaluates 180 countries and territories, assigning scores from 0 (highly corrupt) to 100 (very clean). 

The Transparency Index asserts that corruption is increasing in repressive authoritarian nations where elections are not fair and transparent and where democratic institutions are under a constant assault by the ruling regime.

Full democracies have a CPI average of 73, while flawed democracies average 47 and non-democratic regimes just 33. It shows that India with a score of 38 is a non-democratic nation. The Index also shows that corruption is more in India than China which has a CPI rank of 76.

In order to stop corruption, the Supreme Court of India asked the government to set up the office of Lokpal, the top anti-corruption ombudsman in India. Although the Lokpal was established in March 2019, let alone resolving corruption cases, it could not formalize its processes in five years of its formation. Corruption is still increasing rapidly in different forms. 

While political, bureaucratic, and judicial corruption has become a pain in the neck for commoners in India, there is no effective agency which can give relief from corruption to the suffering citizens. The Lokayukta (anti-corruption ombudsman organization in the Indian States), vigilance departments of State governments, and India’s top anti-corruption organization Central Vigilance Commission (CVC) are all toothless outfits that tend to protect the corrupt officials and encourage corruption. 

They simply turn a blind eye to the corruption cases in which government politicians and working bureaucrats are involved. The procedures of anti-corruption agencies to accept public complaints on corruption are so slow and cumbersome that ordinary citizens feel scared to file their complaints against corrupt officials.

The public grievance monitoring systems of the State as well as Central governments are also totally ineffective. After receiving complaints from the citizens, these systems send them to some random departments in a mechanical way and abruptly close the cases without giving relief to the complainants. 

Government officials keep throwing public complaints from one desk to another without taking conclusive decisions on the complaints. Finally, the aggrieved citizens are left with no other option but to approach the courts. But if courts have to do everything, why do we need politicians and government officials? The administrative systems have totally collapsed in India. 

While corruption is happening openly, most corruption cases involving top bureaucrats and ruling politicians do not get reported. As most Indian journalists are corrupt, Indian media is under the tight control of the government. When some corruption cases appear in the non-traditional media (such as news sites), the government ignores them and makes false claims that no corruption is happening under the government. The truth, however, is that corruption – which has been persisting for decades under all governments – is happening and increasing at every step in the country.

Although a slew of anti-corruption laws exist in India, the rising corruption in the country indicates that these laws are not effective. The anti-corruption laws that are supposed to check corruption include Indian Penal Code, 1860; Prevention of Corruption Act, 1988; Benami Transactions (Prohibition) Act, 1988 to prohibit benami transactions; Prevention of Money Laundering Act, 2002; among others.

Since government politicians are mostly illiterate or inexperienced, they are heavily dependent on bureaucrats for all clerical work. While the unskilled bureaucrats are not able to complete their tasks effectively, on average almost 10 bureaucrats are paid for work that can be done by a single person.

Thus, salaries being given to bureaucrats with public money is a form of corruption to loot the government exchequer. It is estimated that a whopping 10% of India’s GDP is wasted on salaries of government employees while they do not deserve even a fraction of this money.

Rampant Election Frauds Damage Democratic Systems in the World

Numerous election frauds in different countries have been reported during the past 5 years or so. Some of them are listed below in alphabetical order.

Bangladesh

The 2018 general elections in Bangladesh were fraught with allegations of widespread irregularities. Opposition parties and international observers reported ballot stuffing, voter intimidation, and the arrest of opposition activists. The ruling party, Awami League, secured a landslide victory, leading to questions about the election’s legitimacy.

Belarus

In the 2020 presidential election, President Alexander Lukashenko claimed victory amid widespread allegations of electoral fraud. The opposition and international observers reported significant irregularities, leading to mass protests and a harsh crackdown on dissent. The U.S. Department of State and other international bodies have condemned the election as fraudulent.

India

India, the world’s most populated country, has conducted multiple elections in the past five years. While the Election Commission of India (ECI) claims that elections are free and fair, there have been multiple reports of irregularities, including allegations of electronic voting machine (EVM) manipulation, vote-buying, misuse of government resources, fake voters, and misinformation campaigns.

Moldova

During the presidential election in 2024, Moldova faced significant challenges due to alleged Russian interference. Reports highlighted large-scale vote-buying, cyberattacks, and bomb threats aimed at undermining the electoral process.

Mozambique

The 2023 local elections in Mozambique were marred by allegations of fraud and irregularities. Opposition parties accused the ruling party, FRELIMO, of ballot stuffing, voter intimidation, and other manipulative practices. Protests erupted in several cities, leading to clashes with security forces and reports of fatalities. The U.S. Embassy in Mozambique acknowledged credible reports of irregularities and called for transparent vote counting. 

Pakistan

In the 2018 general elections, Pakistan Tehreek-e-Insaf (PTI), led by Imran Khan, emerged victorious. However, opposition parties alleged electoral fraud, including claims of military interference, delayed vote counts, and manipulation of results. Despite these allegations, the election results were upheld, and PTI formed the government.

Romania

In 2024, Romania’s presidential election was annulled by the constitutional court due to findings of illegal support from a Russian-funded social media campaign. A network of over 100 influencers promoted far-right candidate Călin Georgescu, significantly boosting his online presence despite previously low polling numbers.

Russia

In recent years, Russia has faced accusations of electoral manipulation, particularly concerning interference in other nations’ elections. Domestically, reports have highlighted issues such as restricted opposition participation, media bias, and allegations of vote rigging. International observers have often criticized Russian elections for lacking genuine competition and transparency.

Serbia

In the parliamentary elections held on December 17, 2023, multiple monitoring organizations, including CeSID and CRTA, reported significant irregularities. These included procedural non-compliance by election officials, voters photographing their ballots, and instances of the “Bulgarian train” vote-rigging method. 

Venezuela

In recent years, Venezuela has experienced significant political unrest due to disputed elections. In one instance, the head of the National Electoral Council declared President Nicolás Maduro the victor, despite evidence suggesting that opposition candidate Edmundo González had won by a wide margin. This declaration led to widespread protests and the arrest of opposition leaders.

These instances underscore the challenges many countries face in ensuring transparent and fair electoral processes. Addressing these issues is crucial for maintaining public trust in democratic institutions.

Process for Residents to File Complaints Against Housing Societies in Delhi

Process for Residents to File Complaints Against Housing Societies in Delhi

“Clean House” runs as a community court to report about crime and corruption happening in Delhi’s cooperative group housing societies.

Introduction

The cooperative group housing societies (CGHS) of Delhi have become dangerous centres of crime and corruption. The crimes in these housing societies are being committed by the management committee (MC) members or administrators in connivance with the corrupt officials of Registrar Cooperative Societies (RCS) of Delhi Government, Delhi Development Authority (DDA), Delhi Police, Delhi Pollution Control Committee (DPCC), and a few other departments.

When the residents do not get proper response from their MCs or other government departments, they file their complaints at the offices of the Lt. Governor (LG) of Delhi or the Chief Minister (CM) and other Ministers of Delhi.

While Delhi CM and other ministers of Delhi Government are themselves embroiled in massive corruption cases and Delhi LG is an incompetent bureaucrat, they do not resolve public grievances. So, the aggrieved residents do not have any administrative forum where they could complain and get relief.

The crimes being committed by the housing society MCs in collusion with government officials include corruption, fraud, cheating, bribery, intimidation, extortion, unauthorised construction, environmental damage, and so on.

After facing extreme harassment by the MC members, some residents file their cases in courts. But since courts are always overcrowded and judicial systems are inefficient, the court decisions are either inordinately delayed or lack justice. The less said about the Indian courts, the better.

In a nutshell, utter lawlessness has been persisting in Delhi.

Clean House Service

In order to help the residents who are tortured by the MC members in different housing societies, as a journalist and social activist I have been running the “Clean House” service for the past 7 years.  

“Clean House” runs as a community court to report about crime and corruption happening in Delhi’s cooperative group housing societies. While hundreds or thousands of suffering residents have already availed the services offered by “Clean House,” more residents are encouraged to file their complaints through this online service.

Extension of “Clean House” Service: Now, in 2025, the scope of “Clean House” service has been extended to include DDA flats, J.J. Colonies, and other types of houses where residents are suffering because of government corruption or carelessness.

The complaint-handling process for “Clean House” takes place with the following steps:

Step 1: The complainant fills out a simple online form and informs me through WhatsApp or email that they have submitted the form.

Step 2: After receiving the form, I will contact you over the phone to briefly discuss the case and seek relevant documents about your complaint.

Step 3: I will hold an online meeting with you on Zoom, Google Meet, etc. for about 20 minutes to understand the case. The meeting will be recorded as a video. This meeting video will be published under the “Clean House” service page where your case is published as well as on YouTube. The case information as well as the meeting video will be publicly available.

Step 4: The complainant will also send me at least 2 photographs in horizontal / landscape format of their housing society building from the front side where the name of their society is written and where a particular incident such as illegal construction, tree felling, encroachment, etc. has happened. 

Step 5: Depending on the case and with your consent given in the online form, I will issue a formal notice to the MC of the housing society against which you have filed the complaint. I will wait for the MC’s response for a couple of days and then – if required – I will approach the authorities such as the RCS, DDA, Delhi Police, or others to get the matter resolved.

Step 6: Depending on the response from the MC or the authorities, I will keep updating the webpage on which a particular housing society’s case is published under the “Clean House” service. I also urge the complainants to share this webpage link with their friends, colleagues, and neighbours through WhatsApp, email, or social media platforms.
