Anti-Corruption Crusader Demands Swift Action in Delhi Bureaucratic Scandal

The scandal, dubbed the “Widehouse Corruption Scandal,” involves a complex racket allegedly orchestrated by senior officials and their accomplices.

By Rakesh Raman

New Delhi, July 25, 2025 – An anti-corruption activist Rakesh Raman has escalated his call for accountability, urging authorities to prosecute several senior Indian Administrative Service (IAS) officers implicated in a sprawling corruption scandal in Delhi.

Raman, who publishes The Integrity Bulletin and annual India Corruption Research Reports, alleges that these officials are part of a citywide crime network involving corrupt bureaucrats, politicians, police, judicial members, and builders’ mafia, collectively causing significant harm to Delhi residents.

In a formal complaint lodged with the Department of Personnel and Training (DoPT) and the Cabinet Secretariat on July 3, 2025, Raman highlighted that the DoPT has repeatedly directed the Cabinet Secretariat to investigate the officers’ alleged misconduct.

As a department of the Government of India, among other responsibilities, the DoPT determines government policy for the maintenance of the integrity of the public services and eradication of corruption.

In an update, the DoPT responded to Raman’s complaint with an Office Memorandum dated July 21, 2025, again directing the Cabinet Secretariat to investigate the case of IAS officers at the level of Secretary to the Government of India.

Despite these directives, no concrete action has been reported, prompting Raman to accuse authorities of deliberate inaction to shield the accused. Responses to Right to Information (RTI) queries indicate that the investigation remains “under process” with no visible progress.

The scandal, dubbed the “Widehouse Corruption Scandal,” involves a complex racket allegedly orchestrated by senior officials and their accomplices. Raman’s detailed report outlines the network’s modus operandi, claiming it has siphoned off thousands of crores of rupees. While some IAS officers are under scrutiny, their accomplices, including junior officials at the Delhi Development Authority (DDA), the office of Registrar Cooperative Societies (RCS), local criminals, and builders’ mafia, remain at large.

Raman has called for the immediate suspension and prosecution of the implicated officers, warning that failure to act within a stipulated timeframe could suggest complicity by higher authorities. The ongoing delay in addressing these allegations has fueled public discontent, with thousands of Delhi residents reportedly suffering due to unchecked corruption.

As the investigation stalls, Raman continues to push for transparency and justice, emphasizing the need for systemic reforms to curb bureaucratic corruption in India’s capital.

Public Believes Trump Deserves Nobel Peace Prize for Kashmir Peace Effort: RMN Foundation

If President Trump’s efforts lead to a sustainable, rights-respecting resolution of the Kashmir conflict, it could be seen as a historic achievement worthy of global recognition.

In a new public poll conducted by RMN News, an overwhelming majority of participants believe that U.S. President Donald Trump deserves the Nobel Peace Prize for his recent diplomatic intervention aimed at resolving the Kashmir conflict—a region plagued by decades of violence, military occupation, and human rights abuses.

According to the poll results:

  • Yes – 73.98%
  • No – 20.33%
  • Can’t Say – 5.69%

President Trump recently claimed credit for brokering a ceasefire between India and Pakistan in May 2025, following a deadly terror attack in Pahalgam a month earlier. Since then, the U.S. has expressed interest in facilitating a lasting solution to the Kashmir dispute, which continues to inflict suffering on millions—particularly the Muslim-majority population of Jammu & Kashmir.

Kashmir: A Humanitarian Crisis in Disguise

For years, Kashmir has remained one of the most heavily militarized zones in the world, often described as an open-air prison where civil liberties are restricted, communication blackouts are routine, and arbitrary detentions are widespread. International human rights groups—including the United Nations, Amnesty International, and Human Rights Watch—have repeatedly raised alarms about violations in the region.

From the RMN Foundation’s perspective, any meaningful diplomatic engagement must prioritize the rights and voices of the Kashmiri people, not just geopolitical interests. A peace process that fails to include local communities, civil society voices, and victims of violence would risk repeating the injustices of the past.

Can Peace Bring Justice?

The Nobel Peace Prize has been awarded to global leaders like Barack Obama, Nelson Mandela, and Abiy Ahmed for their roles in advancing peace and justice. If President Trump’s efforts lead to a sustainable, rights-respecting resolution of the Kashmir conflict, it could be seen as a historic achievement worthy of global recognition.

However, the true test lies ahead: Will this initiative improve the lives of persecuted Kashmiris, restore fundamental freedoms, and deliver long-denied justice?

UN Report Exposes Corporate Profiteering Behind Genocide in Palestine, Warns RMN Foundation

The RMN Foundation calls on all human rights defenders, global institutions, and responsible corporate leaders to act swiftly. Silence, in this context, is complicity.

A damning new report by United Nations Special Rapporteur Francesca Albanese has revealed that the ongoing Israeli actions against Palestinians—described in the report as genocide—are being driven not only by military and political forces but by corporate profiteering and systemic exploitation.

According to Albanese, the violence is being sustained by a “machinery of displacement” enabled by global business interests and a failure of international systems to uphold basic human rights. “Genocide is proving profitable for some,” the report states, pointing to a staggering 213% surge in the Tel Aviv stock exchange over the past 21 months, amounting to $225.7 billion in market gains—including $67.8 billion in just the last month.

The report, presented to the UN Human Rights Council, identifies 48 corporate actors—including parent companies, subsidiaries, licensees, and consortium partners—across key industries such as weapons manufacturing, technology, finance, energy, and construction. These companies, Albanese contends, have ignored their legal and ethical responsibilities, treating Israel’s occupation of Palestinian territories as a routine business opportunity, despite evidence of widespread atrocities.

Albanese highlights how many of these entities are complicit in enabling and legitimizing Israel’s ongoing violence. Among the examples cited:

  • Weapons suppliers providing F-35s, drones, and targeting systems that contributed to the release of 85,000 tons of explosives on Gaza—six times the tonnage dropped on Hiroshima.
  • Tech corporations operating R&D hubs in Israel and leveraging Palestinian data for what she describes as “AI warfare” and “livestreamed genocide.”
  • Energy companies fueling Israel’s blockade of Gaza.
  • Construction firms supplying the machinery that has turned Gaza to rubble, blocking any chance for Palestinian return or recovery.
  • Even tourism, retail, and academic institutions were found to be complicit in normalizing apartheid and erasure of Palestinian culture and life.

“These companies have entrenched and expanded Israel’s settler-colonial logic of displacement and replacement,” said Albanese, emphasizing that this is not incidental but deliberate—an economic system “designed to dominate, dispossess, and erase Palestinians.”

Despite rulings in 2024 by the International Court of Justice (ICJ) and arrest warrants issued by the International Criminal Court (ICC), the report finds that many corporations have failed to act. Instead of reevaluating their operations, they have clung to “narrow technicalities,” sidestepping the broader illegality of their involvement.

Albanese’s report urges UN member states to take immediate, decisive action:

  • Impose a comprehensive arms embargo on Israel.
  • Suspend trade and investment agreements that benefit complicit actors.
  • Hold corporations legally accountable under international human rights and humanitarian law.

“Corporations cannot claim neutrality: they are either part of the machinery of displacement—or part of dismantling it,” she concluded, comparing the present crisis to past reckonings with corporate complicity in apartheid South Africa and Nazi Germany.

“This is a defining moment,” Albanese said. “Ending this genocide requires not only outrage but rupture, reckoning, and the courage to dismantle what enables it.”

The RMN Foundation calls on all human rights defenders, global institutions, and responsible corporate leaders to act swiftly. Silence, in this context, is complicity.

🕊️ Peacemaking, Conflict, and Civic Collapse: Highlights from The Unrest Magazine (July 1–15, 2025)

A global roundup of political unrest, legal turmoil, and public accountability published by RMN News

In the July 1–15, 2025 issue of The Unrest magazine from RMN News, a wide array of global and Indian developments are examined through the lens of civic decay, political maneuvering, and institutional breakdown.

One of the major stories includes the agreement between Ukraine and the Council of Europe to establish a Special Tribunal to address the Crime of Aggression committed against Ukraine—marking a significant step in post-war accountability.

In South Asia, U.S. President Donald Trump has re-emerged in the geopolitical space with an offer to mediate the long-standing Kashmir dispute between India and Pakistan, even hinting at ambitions for the Nobel Peace Prize.

Back home in India, the magazine reports on the arrest of Punjab politician Bikram Singh Majithia and the widening investigation into the region’s entrenched drug money network. The Organisation of Islamic Cooperation (OIC) has also made headlines with its strong condemnation of Israeli military strikes across Iran, Syria, and Lebanon.

Other major developments include Russian President Vladimir Putin skipping the BRICS summit due to the active ICC warrant against him, and Tesla achieving a technological milestone by completing the world’s first fully autonomous vehicle delivery.

Civic issues remain a key focus. Delhi continues to suffer from government negligence as stray cattle roam urban streets, endangering residents. Meanwhile, bottled water giant Bisleri is under scrutiny for alleged negligence concerning public health and safety.

This issue also highlights the increasing misuse of the judicial system in India, where fabricated legal complaints are allegedly being used to silence independent journalists. The Pahalgam terror attack investigation is another flashpoint, with political parties questioning the credibility of police-released suspect sketches.

Other features include:

As always, The Unrest offers a hard-hitting, fact-based narrative about the systems and stories that shape public life. It is published as a public service by RMN News and is available free to readers in PDF and embedded formats.
